Cross Boundary Working
The scope of the LABC Partner Authority Scheme has been clarified and extended to incorporate cross boundary working where there is agreement from the host authority. We hope that this, combined with a blanket professional indemnity policy provided by LABC as part of the annual membership subscriptions, will negate the need for local authorities to seek Approved Inspector status.
As part of membership subscriptions, LABC provides Professional Indemnity Cover for members undertaking cross-boundary working, both for inspections of Partner Authority Scheme projects (LANTAC scheme projects) and where there are agreements made between authorities to provide inspections on particular sites. All members of LABC, working under a building regulation application, providing building control services will be covered under the policy ‘District Surveyors Association Ltd trading as LABC is the representative body of the Building Control departments of Local Authorities in England and Wales, who together with the members are defined as the Insured’.
The insurers are Royal & Sun Alliance Insurance plc and a Panel of Co-Insurers. The limit of indemnity is £5,000,000 for each and every claim with an excess of £1,000 per claim.
Cross-boundary working where the scheme is not a LANTAC PAS project
Where local authorities are working together to overcome resource issues or when specialist teams are providing building control surveying services cross-boundary, the existing LANTAC agreement doesn’t apply; as such, a written agreement will be necessary for the PI insurance to be in place. This agreement can be downloaded here and should be signed by all parties and returned to LABC via email@example.com.
NOTE: Site inspection work under an Initial Notice is NOT covered under the LABC Professional Indemnity Insurance.
For all PAS work where surveyors are inspecting cross boundary, and therefore utilising the PI insurance, the Cross-Boundary PI Data collection form must be completed.

- start /completion dates
- nature of project
- total contract value
- site location
- authority details
- total charges from the plan check element of the project
- total charges related to the site inspection element
