How to get building control approval and book inspections

Ar gyfer gwaith domestig, ceir dewis o ddulliau ymgeisio: Cynlluniau Llawn, Hysbysiad Adeiladu a Chais Rheoleiddio ar gyfer gwaith ôl-weithredol.

Os hoffech i’ch cynlluniau gael eu gwirio a’u cymeradwyo cyn i’r gwaith ddechrau, i osgoi unrhyw gamgymeriadau a gwaith cywiro drud ar y safle gan nad oeddech yn gwbl gyfarwydd â’r rheoliadau sy’n newid drwy’r amser, rydym yn argymell eich bod yn defnyddio ffurflen Cynlluniau Llawn i ymgeisio.

Mae ceisiadau a gyflwynir dan y weithdrefn hon yn gorfod cgynnwys cynlluniau a gwybodaeth arall sy’n dangos yr holl fanylion adeiladu, yn ddelfrydol ymhell cyn amser dechrau’r gwaith ar y safle.

Bydd eich awdurdod lleol yn archwilio eich cynlluniau ac yn ymgynghori ag unrhyw awdurdodau priodol.

Os yw eich cynlluniau’n cydymffurfio â’r Rheoliadau Adeiladu, cewch hysbysiad yn dweud eu bod wedi’u cymeradwyo. Os nad yw eich awdurdod lleol yn fodlon, efallai y gofynnir i chi wneud newidiadau neu ddarparu mwy o fanylion. Fel arall, gellir rhoi cymeradwyaeth amodol. Bydd hon naill ai’n pennu addasiadau y mae’n rhaid eu gwneud i’r cynlluniau; neu’n pennu cynlluniau pellach y mae angen eu rhoi i’ch awdurdod.

Os caiff eich cynlluniau eu gwrthod, bydd y rhesymau wedi’u nodi yn yr hysbysiad. Mae hysbysiad cymeradwyaeth cynlluniau llawn yn ddilys am dair blynedd ar ôl dyddiad cyflwyno’r cynlluniau.

Hysbysiadau adeiladu

Os nad yw’r gwaith yn gymhleth a’ch bod yn hapus eich bod chi neu’ch adeiladwr yn deall y rheoliadau’n eithaf da, gallwch ddefnyddio ffurflen Hysbysiad Adeiladu. Mantais y drefn hysbysiad adeiladu yw nad yw’n mynnu lluniadau manwl yn ffurfiol ar gyfer cymeradwyaeth, er y gallai fod angen rhai manylion megis cyfrifiadau adeileddol. Cewch ddechrau’r gwaith 48 awr ar ôl i’r awdurdod lleol dderbyn eich hysbysiad.

Nid oes angen cynlluniau gyda’r broses hon felly mae’n gyflymach ac yn llai manwl na’r cais cynlluniau llawn. Ei bwriad yw galluogi rhai mathau o waith adeiladu i ddechrau’n gyflym; ond efallai ei bod fwyaf addas i waith mân neu sylfaenol.

Mae eithriadau penodol hefyd yn y rheoliadau sy’n nodi pryd na cheir defnyddio hysbysiadau adeiladu ar gyfer gwaith domestig. Ni cheir defnyddio Hysbysiad Adeiladu:

  • Ar gyfer gwaith a gaiff ei adeiladu’n agos at, neu dros ben, draeniau dŵr glaw a dŵr budr sydd wedi’u dangos ar y ‘map carthffosydd’
  • Lle bydd adeilad newydd yn wynebu stryd breifat

Mae ‘hysbysiad adeiladu’ yn ddilys am dair blynedd ar ôl dyddiad rhoi’r hysbysiad i’r awdurdod lleol; ar ôl hynny, bydd yn dod i ben yn awtomatig os nad yw’r gwaith adeiladu wedi’i ddechrau.

Sut rydw i’n gwneud cais am gymeradwyaeth?

Os ydych yn meddwl y bydd angen cymeradwyaeth ar eich prosiect, gallwch ymgeisio i’ch tîm rheolaethi adeiladu lleol mewn amryw o ffyrdd:

  • Llenwi ffurflen gais. Gallwch wneud hyn eich hun yn eich swyddfa gyngor leol, drwy ei lwytho a’i hanfon drwy e-bost, neu mewn rhai achosion drwy lenwi ffurflen ar-lein neu hyd yn oed dros y ffôn.
  • Ffoniwch eich tîm lleol a byddant yn eich arwain drwy’r broses.
  • Yna, anfonir y ffurflen gais, eich ffi ac unrhyw gynlluniau at y tîm rheolaethi adeiladu i’w cofrestru a’u harchwilio. Y ffordd hawsaf fel arfer yw ffonio i weld beth fydd ffi eich prosiect, ac yn aml gallwch dalu gan ddefnyddio cerdyn dros y ffôn neu drwy system taliadau diogel gwefan y cyngor.
  • Efallai y gallwch ymgeisio ar-lein neu dros y ffôn
  • Yn y rhan fwyaf o geisiadau, byddwn yn archwilio’r cynlluniau ac yn eu cymeradwyo cyn i waith ddechrau.
  • Pa fath bynnag o gais yr ydych yn ei wneud, byddwn yn dod i archwilio’r gwaith ar wahanol adegau a rhoi cyngor ac arweiniad i’ch adeiladwr a thawelwch meddwl i chi. Fel rheol, cytunir ymlaen llaw ar y camau y bydd angen i ni eu gweld.

Nawr, gallwch chi gyflwyno eich ceisiadau rheoli adeiladu ar gyfer Cymru a Lloegr ar-lein yn y Porth Cynllunio. Neu daliwch i ddarllen i gael gwybodaeth bellach am wneud cais rheoli adeiladu cyn dechrau'r gwaith.

When will my work be inspected?

The stages of inspection will usually be agreed in advance and might include:

  • Intermediate stages: Different types of projects will require different inspections which might include foundations, the floor, damp proofing to walls and floors, the roof structure, any drainage, structural beams and openings, fire proofing  and thermal  insulation.
  • Completion: The main purpose of this stage is to make sure the work meets the various building regulations before it is occupied and put into use. When the surveyor is happy with the work they will issue you with a completion certificate, free of charge. This is an important document used by solicitors/personal search agents when you come to sell the property and by mortgage lenders and property insurers.
