As part of a continuing focus on commercialisation and efficiency, the Council’s building control services are now delivered by Hertfordshire Building Control Limited. Hertfordshire Building Control Limited delivers services to the people of Hertfordshire on behalf of seven local authorities. On behalf of all seven local authorises, Three Rivers District Council will host specific statutory functions and is seeking a Project/Contract Manager to lead and manage these functions.

The Contract/Project Manager will have the responsibility for ensuring that Hertfordshire Building Control limited adheres to the high standards expected by the local authorities in maintaining a robust compliance process that is delivered in accordance with legislation. The Manager will be responsible for the implementation and setting up of the new service, known as LA1 and for all aspects of contract and service management to ensure building control services are delivered in line with all relevant processes, SLAs and KPIs.

You should be able to demonstrate a track record in contract and service management, with experience in a building control or a construction related field encouraged. This role will require an increasingly comprehensive understanding of building control services and the need to ensure compliance with latest guidance and best practice.

You will be responsible for the day to day supervision of an administration officer and for the day to day management of the team, monitoring workloads, officer performance and identifying and delivering service improvements.

Applicants must have strong interpersonal and analytical skills, be excellent communicators, have great negotiation skills and the ability to deliver an efficient and quality led service to internal and external stakeholders. The postholder will be expected to work closely with Hertfordshire Building Control, however the job will have a high degree of autonomy and the ability to work on your own initiative is essential. Previous experience of project management is desirable.

You will need to be well organised and possess the ability to work to tight deadlines. You must be able to demonstrate your ability to handle a number of competing priorities whilst ensuring the performance of the team and service is maintained. You should have experience of supervising other staff.

You must possess a driving license with personal transport and be familiar with IT.

Braintree District Council

Building Control Surveyor

Salary: Grade 5, £31,095 – £35,802 per annum


We are looking for an experienced Building Control Surveyor to join our team in Braintree.

The successful candidate will be responsible for undertaking all Building Control duties, including plan checking, site inspections and the investigation of reports of dangerous structures. Ideally candidates will be full members of either RICS or CABE but consideration will be given to candidates working towards full membership.

Experience of building and knowledge of construction, relevant regulations and legislation is essential. Alongside this, you must have excellent communication and organisational skills and be able to work independently and as part of a team. The proven ability to organise your own workload and prioritise is key.

A full driving licence and access to a car is essential.

The Person

You should be able to work un-supervised, in line with established policies and procedures, but with the experience to know when to seek expert help.

North Yorkshire Building Control Partnership (NYBCP) was the first Local Authority Building Control Partnership in the UK. We provide a flexible and modern building control service on behalf of Hambleton, Richmondshire, Ryedale, Scarborough and Selby Councils. We process Building Regulation applications under the provisions of Section 91 and 92 of the Building Act 1984. In addition to Building Regulations, we undertake work in relation to dangerous structures and demolition notifications across the Partnership area. We have a wealth of experience and knowledge across all types of project and construction techniques, and encourage innovative solutions.

Can you effectively delivery the Building Control function and contribute towards the objectives of the Partnership throughout North Yorkshire? The Partnership requires a competent practising Building Control Surveyor, ensuring that appropriate buildings meet the regulatory standards in safety, sustainability, accessibility and design. You will need to be a team player that is able to prioritize a busy workload and demonstrate a proactive approach to plan assessment and site inspection work to check compliance with Building Regulations and associated legislation. You will be able to initiate and assist with enforcement action to ensure delivery of the Partnerships obligations under the Building Act and associated legislation, whilst working within a highly competitive market.
