This is a newly-created position within a cutting-edge organisation. Building Control Solutions, currently a three-way shared service, is to become an independent trading company within the next 12-18 months. About you

We are looking for an excellent leader and manager (you will be managing a team of up to ten staff) with fantastic organisational skills underpinned by sound IT capability – one of your first tasks will be to procure a new IT system. You will be a problem solver with the drive and flair to develop and deliver our governance structures whilst developing and marketing our business. You will need excellent communication and administration skills. In addition, as the business develops, we will expect you to take on a support role for the new MD. Your impact on our business will therefore be huge – this is a key appointment for us.

You will be based in Endeavour House, Ipswich with the requirement to work across the districts of Babergh and Mid Suffolk District Councils.

This is a key post in our senior management structure and our councils have the ambition to develop a comprehensive, efficient and effective building control service that could operate differently to traditional local government models. The service will be encouraged to trade and open up new markets.

You will be responsible for developing the business by actively promoting the service and providing a more commercial approach and expanding into new markets. You will also take a lead role in delivering partnership arrangements that will provide opportunities for collaborative growth, increased resilience and new opportunities for staff.

This challenging and exciting role will help the service move forward with an external facing customer focus and an eye for developing new opportunities whilst supporting the team to adopt more agile ways of working and allowing the technology to enable this.

You must have an extensive knowledge of the building control legislation and the management of a building control service together with the appropriate qualifications or alternatively have proven managerial ability that may have been developed in the private sector.

Cannock Chase Council operate a shared service arrangement with Stafford Borough Council to provide the Building Control service on behalf of both Councils. We are looking for an experienced Building Control Surveyor who is able to cover a whole range of construction projects in addition to being able to assist with the management of the service.

This post represents an excellent opportunity for a qualified and experienced Building Control Surveyor to develop their management and professional skills and to contribute to the future development of the service.

You should have knowledge and experience of Building Control legislation along with the approved documents and be able to use Microsoft Office Packages in order to keep accurate and up-to-date records. You must also have the ability to travel around the district in order to carry out duties of the post.

You will be responsible for managing the day-to-day workload of the team to ensure customer requirements and performance targets are met and you will take a leading role in major projects,and be responsible for a portfolio of key clients.

You should have professional membership of RICS, CABE or CIOB and ideally you should hold a degree in Building Surveying or equivalent qualification and a relevant qualification in Business Management or Business Studies and Structual Calculation Checking would also be desirable.

Aylesbury Vale District Council

You will hold a Level 4 or above qualification in Building Control as well as be eligible for or having the ability to achieve a membership of RICS, CABE or CIOB. As an experienced Development Officer, you will work within a multi-disciplinary team supporting Principal Officers and Managers within the planning sector to maintain a professional and high standard of service throughout. The ideal candidate would have had experience working with a wide range of stakeholders, including working alongside elected members and hold a previous background in the development of the industry. As the successful candidate, you will have the ability to demonstrate skills in research, evaluate and prepare reports, notices and schedules as well as appeal statements, whilst having a clear and precise understanding relevant legislations. Your core responsibilities will be the handling of building control applications, including inspection of works, inquires and appeals. All of which will fall alongside AVDC’s policies and procedures to deliver a professional commercial, customer focused service. Your skills will enable you to gather, analyse and process evidence and deciding on an appropriate course of action. In addition, you will be involved in enforcement activities including the service of legal notices, conducting interviews under caution and the presentation of evidence in court.
