LABC Building Excellence Awards 2025 winner: Local Authority Building Control Surveyor of the Year

Building excellence throughout the construction industry has been celebrated at the LABC Grand Finals 2025.  

The LABC Building Excellence Awards have long been established as the premier accolades within the industry; recognising the companies and individuals that demonstrate a commitment to competence, quality and standards in delivering safe and sustainable buildings for the communities we live and work in.

Over 800 individuals from across England and Wales, came together on 23 January 2026, showcasing the amazing people and projects working in our industry.

LABC is delighted to announce that the WINNER of Local Authority Building Control Surveyor of the Year is Teresa Komorowski, Solihull Metropolitan Borough Council.

Teresa Komorowski, Senior Development Officer at Solihull Metropolitan Borough Council, has shown exceptional dedication to improving building control services since joining in 2019. She has completed Level 4, 5, and 6 LABC qualifications, including Managing Building Control and Legislative Compliance, and is enrolled on Level 6 Fire Safety. She bridges the gap between technical support and officers, driving process improvements and championing best practice to deliver excellent customer service.

Teresa’s proactive approach includes creating a national working group that now has over 30 members, sharing resources, templates, and solutions to support KPI reporting and compliance. Teresa has introduced innovative processes, delivered in-house training, and collaborated with IT teams to automate reporting systems. She attends CPD events, technical conferences, and engages with industry experts to stay ahead of regulatory changes.

Judges were impressed with how,

“Teresa has made a sector-wide impact by creating and leading a national working group that has revolutionised collaboration and consistency in KPI and OSR implementation. Her reform leadership, personal investment in advanced training, and unwavering ethics have strengthened Building Control at both operational and strategic levels. She represents the spirit of shared improvement and regulatory excellence that underpins the modern profession.” 

A range of categories celebrated on the night highlight the diverse portfolio of projects delivered within the industry alongside the project teams that are committed to delivering compliant and high-quality buildings for our communities.
