Get ready for the Building Safety Levy and Future Homes Standard

Two major regulatory changes are approaching for residential development in England. Here is what local authorities, developers and wider industry professionals need to know to prepare for the Building Safety Levy and the Future Homes Standard.

The Building Safety Levy will come into force on 1 October 2026, introducing a charge on new residential buildings in England. Created under the Building Safety Act 2022, the levy is intended to help fund the remediation of historic fire safety and cladding defects.

The levy will be payable by the named client for new residential buildings in England. From 1 October 2026, levy information will need to be submitted with building control applications, and local authorities will collect payments on behalf of HM Government. 

LABC understands the levy will bring additional responsibilities for local authorities and named clients. To help industry prepare, LABC has created a dedicated Building Safety Levy page with information about the levy and links to useful resources. 

In addition to the Building Safety Levy, the Building Regulations etc. (Amendment) (England) Regulations 2026 will come into force in March 2027, implementing the Future Homes Standard. 

The Future Homes Standard will change how developers and homebuilders design and construct new homes, requiring higher levels of energy efficiency and lower carbon emissions. 

To help industry understand and prepare for the Future Homes Standard, LABC is hosting the Building for the Future Conference on 8 October in London.
