Each Home Counts review published for consultation

The Each Home Counts review was launched in 2015 to consider issues relating to consumer advice, protection, standards and enforcement in relation to home energy efficiency and renewable energy measures in the UK. It was published on 16th December 2016.

Consumer advice and protection
What supports consumers’ decisions ahead of the installation, and what assistance is available when things go wrong?

Standards framework
What ensures that the right products are fitted to the right properties in the right way during the installation?

Monitoring and enforcement
What ensures that poor quality work is dealt with effectively, and do arrangements for audit, compliance-checking and sanctions provide sufficient assurance of this?

The report sets out the recommendations from the review chaired by Peter Bonfield, with workstreams led by industry representatives from across the sector.

It makes 27 recommendations covering; Consumer Protection, Advice and Guidance, Quality and Standards, Skills and Training, Compliance and Enforcement, Insulation and Fabric, Smart Meters, Home Energy Technologies, and Application to Social Housing.

In the next stage, the industry will develop detailed plans to implement the vision set out in the report.

As part of the initial stage of planning, the Review Team invites feedback on the review recommendations and related proposals for action. Feedback can be sent to EachHomeCountsReport@beis.gov.uk until 31st January 2017.

Feedback provided will then be considered in the context of implementation going forward.
