Building Certificate issued but shouldn't have been

I used my local county council building control and they passed the work and issued the certificate. A lot of the work does not meet building regulations and since last June I have been waiting on the builder/building control to sort things. I have written, emailed and called. On the 5th January 2020 I wrote to building control giving them 14 days to respond as to what action they are taking, I have had no response. I don't know what to do as I can't sell the house at the moment and it is going to cost me 50-60k to put things right
