You will need to retain a suitable toilet provision in the entrance storey in some form to comply with the regulations.
After the alterations have been carried out to the home, the toilet facility should meet the standards required of a visitor accessible toilet. The exception is where the original toilet did not achieve this standard. In this situation, the alterations should not result in a toilet facility in the entrance storey that is less satisfactory for a visitor to use than it was before the building works were carried out.
Sometimes non-loadbearing walls in flats are constructed to provide a safe route to evacuate from inside in the event of a fire. Generally, there is little opportunity for rescue from flats via upper floor windows in the same way for occupants of a typical house. Evacuation from bedrooms where people are asleep are of particular concern.

The bill – based on last year’s draft bill – sets out the government’s proposals to make buildings safer and includes clauses introducing the professional registration of building control surveyors. Certain building control activities will now only be able to be undertaken by an appropriately qualified and registered building inspector.

The building regulations require new buildings to be constructed within a range of airtightness performance standards to ensure that the infiltration and leakage of air between the inside and outside of the building is at an acceptable level.
When a building is being heated and the temperature outside is lower than that inside, the heat loss through air movement should be acceptable if this performance is achieved.
The regulations also require new windows and doors installed in existing buildings to be suitably draughtproofed.
Building regulations require external masonry cavity walls to resist the penetration of precipitation (rain and snow) to the inside of the building and to prevent it affecting parts of the building that may be damaged by moisture if it would be detrimental to the health and safety of people using the building.
When replacing internal doors in a house, it is important to consider if they perform the function of a fire door, assist with good circulation of air around the house or provided thermal separation between an exempt conservatory or porch.
